Create vigorous learning enterprises (extended learning organizations). “Vigorous” denotes an organization that does, not just studies, and is dedicated to performance by a mission (has a purpose outside any financial goals).


This implies a great deal, as noted elsewhere. Actually developing such an organization is not a short-term endeavor.
