Define ( illustrate through examples to make it tangible) and then measure / map demand Through demand “stimulation” properly “empower” the market Create a clear vision and get the right stakeholders involved – build and develop based on the co-operative models – expand these to larger collaborative joint ventures. Create clear points of contact for National / Regional guidelines and support / access to finance Stimulate demand growth through co-ordinated campaigns Clear statement / models for ownership of the network (combined public/ private / user ownership) Support standardisation and interoperability of platforms and technologies Open up and aggregate public sector infrastructures. – build on the “co-operative” structure.
