Murderers move their victims to non-capital punishment states before executing them to avoid the death penalty
Victims have been removed from a capital punishment State to a non-capital punishment state to allow the murderer opportunity for homicide without threat to his own life. This in itself demonstrates that the death penaltyis considered by some would-be-killers.
