A58: Develop a framework to recognise ICT skills
By 2012, develop tools to identify and recognise the competences of ICT practitioners and users, linked to the European Qualifications Framework and to EUROPASS and develop a European Framework for ICT Professionalism to increase the competences and the mobility of ICT practitioners across Europe.
What is the problem? Lack of competent ICT practitioners and competence validation tools
We need skilled ICT practitioners who can take the economy forward. Today, there is a shortage of competent people working in the ICT sector.
Why is EU action required? The situation will deteriorate if nothing is done
There is a need to educate European citizens in digital media and attract youngsters to ICT education. Skills should be benchmarked on an equal footing across Europe.
What will the Commission do?
- Recognise the competences of ICT practitioners and users, so that employers in need of ICT skills and digital literacy can easily identify them. This action needs the support of the Member States in order to be implemented
In 2011
- Issue a Communication on Key Competences, to also cover digital competences.
- Issue Communication on Equity, Social Inclusion and Training
In 2012 - Develop an online assessment tool on ICT skills (e-skills) as supplement to EUROPASS
- Propose a European Framework for ICT professionalism based on the European e-Competences Framework developed by CEN (European Standardisation Committee)
