A05: Simplifying the distribution of creative content

Issue a Green Paper addressing the opportunities and challenges of online distribution of audiovisual works and other creative content by 2010.

What is the problem? Getting the most out of digital distribution

Digital distribution of audiovisual and other creative content is cheaper and quicker than traditional distribution systems and allows authors and content-providers to reach new and larger audiences. This is a fast-developing market in Europe which will have a huge impact on the traditional content production and distribution structures.

Why is EU action needed? To promote the sector EU wide

Further efforts are needed to stimulate this sector and to respond to technological developments and changing consumer habits (see also Action 4).

What will the European Commission do?

The European Commission will:

In 2011:

  • Publish a Green Paper on digital content which will particularly address the challenges with regard to the production, the distribution and the viewing of audiovisual content.

In 2012:

  • Monitor the situation and issue a new legislative proposal if necessary.
