"Safeguards" will increase complacency
Over reliance on "safeguards" will mean mistakes when created will become entrenched in the system. Witness effort required to correct identity fraud issues at present. The complacent surety in the data collection system will result in mistakes or worse fraud. These will be impossible to fix.
