Def of Marriage Act Does Hinder Equality

The explicit definion of "marriage" at Federal level coupled with an absence of Federal recognition of civil unions does hinder civil rights of same sex couples by creating an inequality of relationships, namely universal recognition for marriage and patchy recognition of civil unions.
