Image of face gives false sense of security.

It has already been shown that pictures on chip-and-PIN bank cards do nothing to prevent people using each others' cards.  A false sense of security exists among staff. They have also shown to be surprisingly poor at matching people to photos anyway.  ID cards would be worse than normal photo ID.
