NIS would not prevent this
The newly launched Identity Cards are actually renamed residence and work permits. They apply only to people from outside the EU who legally stay here for more than 3 months: e.g. law-abiding spouses, and workers in-demand. It does not apply to those with EU documents or who stay illegally.
