Public health would be put at risk

If the NHS required NIS clearance before treating a patient, then infectious diseases among a sub-class of 'illegals' would multiply.  There would be a theoretical risk of refusal to treat someone who is entitled, but who has a corrupted, inaccurate or unavailable NIS record.
