Misleading description of ICAO standards.

The relevant ICAO standards only require a digital photograph for passports.  There is an option for signatories to use other identifiers like fingerprints, but it is not a requirement.  The Shengen countries do intend using fingerprints in their passports, but the UK is not a member.
