Declaration on Public Services 2.0 *º
In November 2009, an EU Minsterial Declaration will spell out EU eGovernment policy for the next three years. Help us co-create a bottom up open Public Services 2.0 declaration alongside it. (#20101)

Automate Process Intelligence *º
Too much of government process is manually driven. Armies of paper pushers shuffle documents through old system structures and soak up costs. A massive drive to automate service processes should be implemented, with the emphasis on keeping it simple and cutting out hierarchical layers. (#22331)
Define timetable for digital switch off in basic public e-services º
Digital switch-off is not going to happen without defining a deadline for it. Inclusion measures such as a network of eGovernment access centers should also be deployed. The first step, with a deadline for the digital switch-off of the 20 basic services, must be part of the Malmö Declaration. (#22308)
Electronic Participation
Create a European law on participation, supported by various Opensource Eparticipation tools, frameworks for PA bodies. An Europe wide education programme on participatory PA and Politics could improve the consciousness around the higher benefits of particpatory processes in PA and politics. (#22307)
Free internet access for all European citizens
Give everybody a free, wireless access to internet basic services all around Europe. Good enough to enable everybody access to Public Electronic Services but allowing room for private companies to offer value-added wideband access and services (media, etc.). (#22301)
Reboot social security infrastructure *
What if we could have different options for what kind of social security/ welfare deal we want to be a part of? Perhaps make it more flexible; and base it on voluntary membership (and acceptance of the rules and conditions that go with that membership) rather than compulsory... (#22303)
