Regions / EC (DG INFSO especially) to develop an effective engagement process for LDAs. Regions / local governments to design and share concrete initiatives, business cases, proactively demand support, highlight barriers. DG INFSO to engage with Regions starting with the 2011 DA Going Local exercise

Peer to peer mentoring proposal, specific recommendation with respect to future structural funds eligibility criteria, specific ideas on spending the shortfall in existing structural funds.
