A10: Laws to support the digital single market
Member States to implement swiftly and coherently the key Directives supporting the digital single market—inc. the Services Directive, Unfair Commercial Practices Directive and the Telecoms Framework—and to ensure the implementation of the provisions of the Audiovisual Media Services Directive.

What is the problem? Fragmented digital single market.

Europe's telecoms and audio visual markets are partitioned by Member State. To remedy the situation, the Member States need to fully implement key EU Directives on the creation of the digital single market. National legislation also needs to be coordinated to make sure that audiovisual content can circulate freely. This is the aim of the Audiovisual Media Services (AVMS) Directive.

Why is EU action needed? Building the legal framework for a digital single market

It is important that the key Directives are implemented timely and consistently in order reinforce the digital single market. The Commission will monitor the implementation process in Member States and has provided guidance on some of the key implementation issues.

What will the Commission do?

  • Take necessary steps to set-up an autonomous Office of the Body of European Regulators (BEREC), so that BEREC is able to operate efficiently and facilite cooperation between national regulatory authorities and the Commission in promoting the digital single market.
  • Monitor the transposition of telecoms legislation and address any transposition problems swiftly. Assess the status and effect of implementation in the Digital Agenda Scoreboard.
  • Report on application of the AVMS at national level in a Communication. Give guidance to Member States through the Contact Committee and the Group of the EU Audiovisual Media Services Regulatory Authorities.
