Cost–Benefit Analysis?
A detailed cost-benefit analysis of USIP would help to identify whether USIP offers US taxpayers value for money. In the absence of this kind of analysis, the competing claims for cost effectiveness and cost ineffectiveness are difficult to evaluate.
